as for the intelligent development of the supply chain, jiang chaofeng believes that the characteristics of intelligent development are mainly reflected in four aspects. the second is the decision-making function. after perceiving information, it can know where the problem is and what kind of decision needs to be made. the third is execution, which corrects minor problems after a decision is made. the last one is learning. when the intelligent system can enter into the learning state, it indicates that the intelligent supply chain is truly formed.

jiang chaofeng: thank you very much for inviting us to this conference. i would like to make some personal comments on this topic. our topic is the wisdom of commodity supply chain ecology. i would like to briefly talk about it from three aspects.

first, what is the ecosystem of the supply chain? in my opinion, the ecosystem of supply chain is actually a supply chain that is bound together by various links, enterprises and various chains. i gave it a points, a real supply chain, in fact, there are five linked together, the first chain is the chain, every link in the chain, each enterprise to sell their products, another company bought it, passed down from one generation to another, this is the chain, no trading chain, supply chain cannot be formed. the second is the logistics chain. after we have the transaction, the goods will be transferred immediately upon the completion of the transaction. the mode and link of transfer are the process of the logistics chain. the third is the financial chain, each transaction link needs to use funds, i have to buy your goods from the bank loan, i have to use my funds to buy things of interest, so there is a financial chain closely followed. the fourth is the information chain. every transaction, every financial link and every logistics environment generates a large amount of information. these messages are also sent loop by loop, and if the transaction is interrupted, it cannot be completed. the last one is the chain of supervision, which i just proposed last year, because since last january, our country has strengthened the intensity of supervision. the strength of this regulation is not only reflected in banking and finance, but also in the links of our transactions and logistics. this is my understanding of the ecosystem of the supply chain.

now the next question is what is intelligent? what is intelligent? we don't have a really authoritative explanation of this concept, but the intelligence is characterized by the following characteristics: the first is perception, the ability to quickly perceive something useful to us with a large amount of information, which is the function of perception. the second is the function of decision making. i perceive this thing, and i can immediately know where the problem is and what kind of decision needs to be made. the third one is execution, there are some small problems after the decision, there are some things that do not need human decision, so we need to correct these. the last one is learning. if our intelligent system can enter the learning state, it means that our intelligent system is really formed. these are the characteristics of intelligent system that i talked about.

from the perspective of commodity supply chain, our wisdom is reflected in specific aspects, such as supply and demand matching, how much production, how much demand, demand and supply are roughly equal, this is called matching problem. as we all know, the proportion of logistics in gdp has reached 14.8%, and it rose again last year. therefore, i think the reduction of the cost means that we can only make further development with wisdom. there are also some changes in the form of transactions, including in addition to the past order meeting, sample order, to steel mills to purchase, zero, and other ways, now also add e-commerce, commodity e-commerce functions. therefore, there are about 2,600 electronic trading markets of commodities in our country, but most of them are loss-making, which is related to the degree of wisdom of commodities.

finally, another aspect of the wisdom feature is the finance of the industrial chain. in the last section, some people raised the financial problem. in fact, i now advocate the finance of the industrial chain. in an industrial chain, buying things from upstream is an industrial chain. for example, in the steel industry chain and the non-ferrous metal industry chain, the upstream and downstream are interrelated. in this chain, the risk of doing finance may be the lowest. that's the second question.

the third question is what kind of policies the country has on the supply chain of commodities, and what is the core of the policies? there are probably a few of them. first, multimodal transport, especially the large amount of bulk commodities, is hundreds of thousands of tons or millions of tons. therefore, to realize multimodal transport, we need to transfer more road transport to railways and water transport. the second is china-europe railway express. many people say, is it cost-effective for us to subsidize such a railway line with so much money? later i also figured it out, our "neighbourhood" all the way from the land bridge through real is get through, we used a variety of methods can't get through, but central trains suddenly opened, we have spent more than a decade to enter the container multimodal transport convenience of convention, but don't get in, central trains suddenly all the discipline broke through the, i think it is a historic things.

the last important policy at the national level is the construction of national logistics hubs. on december 21 last year, the national development and reform commission and the ministry of transportation jointly issued a document to establish a national logistics hub. this logistics hub has 212 planned logistics hubs in the country and 127 cities have been selected to set up, so the future of the hub will be an important issue for us to study. okay, i'm done.

host: let me ask director jiang, you just mentioned the chain of custody. i think this is quite a challenge. who should be the regulator of the chain of custody?

jiang chaofeng: as a matter of fact, our regulation has been in place since the liberalization of commodities 20 years ago. for example, you cannot use the financing from the bank to fry stocks. if someone takes the financing from the bank to fry stocks, it will be illegal. so the outbreak of the trade incident in 2011 was related to this, but at that time, because all our administrative regulations did not stipulate whether this should be regulated or not, it caused 150 billion to 200 billion bank loans that could not be repaid. since then, the government has realized that there should be a regulatory chain. starting with the trend, the regulatory chain is getting bigger and bigger, including insurance, banking, finance, non-financial, internet finance, all these things are regulated. why is that? because it has endangered the financial security of ordinary people, so it should be regulated, but i think it is not enough. why not? because our administrative system does not stipulate what should be regulated and what should not be regulated, and what measures should be taken to regulate when it should be regulated. therefore, we need to be tolerant and prudent. when something new appears, we need to watch it for a while, but something goes wrong in the process of watching internet finance. thank you very much!
